Pirate's Charm is a magical item, and a racial perk for Sheikah. As such, a Sheikah can choose to gain it as a perk upon character creation.

This item appears as a small glowing green stone, supposedly crafted from a Gossip Stone, and supposedly invented by a former King of Hyrule.
