The Jewel of Control is incapable of overpowering the minds of dungeon bosses, NPCs, or anyone who physically prevents the necklace from being placed around the neck.  It cannot be used in the Arena.  While it can be used as on other player-characters, you should always ask a player to use it on his or her character before you do so.
