Phantasmal Flame appears as a burning wisp of violet fire. This is a material which can be used by a Weaponsmith to create a weapon or shield. An Outfitter can use it to create armor or any other garment. The flame is said to belong belonging to a vengeful poe whose regrets tie him to the material world.
To make a weapon with Phantasmal Flame requires double the normal amount of material. Thus, 40 rupees worth of this material is required.
