The Binding Stone is a defensive magical item. As a a material, this treasure is intended to be used in crafting. Generally, this pebble-sized stone can be smelted into an object by a blacksmith, woven in by a tailor, or embedded into a wooden object by a woodworker. The affected object cannot be of greater mass than the crafter. Any object imbued with the binding stone, as well as the binding stone itself, has the following magical effect, and is treated as a magical item:
Any creature who touches the object, other than the user, will be afflicted. While in contact with the affected object, the target becomes completely incapable of using magic; specifically, all of the target's spells and magical items cease function. This restriction continues for as long as the creature(s) are in contact with the object. The effect immediately ends if the affected creature(s) separates contact, and immediately resumes if contact resumes.
The crafter can designate a portion of the crafted object to be affected by the stone, and another portion to be unaffected. For example, a woodworker can craft a whip which has the stone's effect in the whip itself, but not the handle; thus, one holding the handle wouldn't be affected, by any creature wrapped by the whip itself would be.
