Beastly Burrow is a utility technique, and a racial perk for Mogmas. As such, a Mogma can choose to gain it as a perk upon character creation. For a member of another race to acquire this treasure, however, that individual must either have Mole Mitts or the Claws trait.
While digging through dirt with both hands, the user may move underground at a steady pace, comparable a Hylian's brisk walking speed (around 4mph or 6km/h). If the burrower is five feet or lower, his or her digging produces virtually no sound or tremors which could be felt by the typical individual. The user of this technique can burrow with one hand, albeit at half the usual speed.
Digging through solid rock is impossible unless the user is either a Mogma, or possesses Mole Mitts. In either case, the user's speed is greatly reduced, to roughly a quarter of the norm.
If the user already has Mole Mitts, or later gains them, his burrowing speed doubles to roughly equal a Hylian's running speed (about 8mph or 13km/h).
Trivia
The Beastly Burrow treasure canonically appears in the Zelda series, initially in Skyward Sword. More information about the canonical version of this treasure can likely be found on Zelda Wiki.
