In casting Phantasmal Spell, the the caster must mentally designate either a spell is able to cast himself, or a spell he witnessed someone else cast a few seconds ago. As Phantasmal Spell is cast, it creates the visual and auditory illusion that the user is actually casting the spell he designated, without actually having any of the other effects of the spell. For example, casting Fire would launch what appears to be a small ball of fire, which even has audibly crackling flames, but it will not even be felt if it strikes a target.
Phantasmal Spell is unable to replicate spells which rely on visual or auditory ques to have effect; such as a blinding flash, or a deafening boom. Phantasmal Spell can be cast without significant time restrictions, even if it is repeatedly replicating a spell that cannot be frequently cast.
The Phantasmal Spell treasure is an original creation by one of Hyrule Castle's members. Its concept is credited to Eternis.
