Hoarder is a utility trait, and a racial perk for Tokay. As such, a Tokay can choose to gain it as a perk upon character creation. If a Tokay chooses to gain this perk at some point after creation, the perk costs 15 rupees less than the listed cost.
The user is particularly adept at hoarding a certain small magical or otherwise bizarre trinkets. When gaining a magical item, mechanical item, or organic item which is in the Lowest Cost price category, or any item with a set cost of 20 rupees or less, he instead never pays more than 10 rupees for it. When gaining such an item in the Lower Cost price category, its cost is reduced by 5 rupees.
