Solar Silver is a material to be used by a Weaponsmith in crafting a melee weapon such as a sword or mace.

A weapon crafted with this material gains a special property.  When the weapon is held overhead for several seconds, and the user concentrates upon it, it is imbued with solar energy.  The next time the weapon is swing, it unleashes a glowing projectile equal roughly in size to the length of the swing, which travels at speed comparable to a fastball.  It can travel a distance up to about 30 feet (or 10 meters).  Once the projectile travels this distance, or impacts a solid object, it disappears.  On impact, this projectile inflicts damage based on the weapon itself; e.g.,  a stabbing spear inflicts a piercing force, while a swinging club inflicts a hard and blunt force.

A weapon affected by an Elemental Gem can be used to inflict elemental damage in the same way the weapon could.  If the weapon lacks an Elemental Gem, or a similar elemental enchantment, the Solar Silver retains a capacity to imbue the projectile with Light energy.  To do this, the weapon must be held overhead in direct sunlight.  The resulting projectile becomes burning-hot, and inflicts Light damage, in addition to the projectile's other properties.

Trivia

The Solar Silver (material) treasure is an original creation by one of Hyrule Castle's members. Its concept is credited to Guy.  It is based on the Skyward Strike technique used in Skyward Sword.  More about the canonical version of this technique can be found on Zelda Wiki.
