Hylian Heritage is a racial perk exclusive to Sheikah. As such, a Sheikah can choose to gain it as a perk upon character creation. Unlike most racial perks, this cannot be obtained after character creation as a normal treasure, and no other races can obtain this perk.
In a sense, Sheikah are merely a distinct type of Hylians, and often live in mostly-Hylian societies. As such, they can freely start with Hylian racial perks. A Sheikah can gain Hylian Heritage multiple times. Each time it is gained, the Sheikah may also gain any racial perk that would normally be exclusive to the Hylian race.
