A Fairy Companion is able to serve as a character's companion. It is physiologically identical to a Tiny Fairy, but does not have its own PWC score, cannot earn any treasures, and is dependent on whoever found it.
A fairy companion is--usually--a tiny glowing and flying humanoid fairy. One of these sprites appears not unlike a small, hovering, and glowing Hylian when viewed closely, but from a distance appears only as a shimmering ball of light with wings. Becoming a Player-Character
A Tiny Fairy can be created as its own player-character at any time, assuming the player has a Race License for the Tiny Fairy race.

Since gaining it granted the player a Race License in the first place, all the player has to do is submit a created character for approval based on the Fairy Companion.
