Skeletal Offense is an offensive technique, and a racial perk exclusive to Stalfos. As such, a Stalfos may gain this perk upon character creation, or later as a normal treasure. A member of a different race cannot obtain Skeletal Offefense.
To use this technique, the Stalfos must momentarily concentrate. One of his unnecessary bones, usually in the ribcage, pops out with a harmless bit of pain. Normally, the bone will immediately fly forth in a direction the Stalfos mentally designates, travelling as fast and hard as a well-aimed pitch. It's practically impossible to deal lethal damage, but can make for a useful distraction that doesn't require the user's hands. Alternatively, the Stalfos may discard the expelled bone into his hand, to be used as a makeshift tool or weapon.
Generally, any bones discarded will regrow after a day or two. The Stalfos can pull out as many bones as he likes, but eventually he may run out of ammunition.
Trivia
The Skeletal Offense treasure canonically appears in the Zelda series, initially in A Link to the Past. It was never given an official name, however.
