Skeletal Offense is an offensive technique, and a exclusive racial perk for Stalfos. As such, a Stalfos can choose to gain it as a perk upon character creation. Since this is an exclusive perk, other races normally cannot acquire it as a treasure.

To use this technique, the Stalfos must momentarily concentrate. One of his unnecessary bones, usually in the ribcage, pops out with a harmless bit of pain. Normally, the bone will immediately fly forth in a direction the Stalfos mentally designates, travelling as fast and hard as a well-aimed pitch. It's practically impossible to deal lethal damage, but can make for a useful distraction that doesn't require the user's hands. Alternatively, the Stalfos may discard the expelled bone into his hand, to be used as a makeshift tool or weapon.

Trivia

The Skeletal Offense treasure canonically appears in the Zelda series, initially in A Link to the Past. It was never given an official name, however.
