Down to Earth is a utility trait, and a racial perk for Gorons and Mogmas. As such, a member of either race can choose to gain it as a perk upon character creation, or gain it later as a normal treasure. If the treasure is gained later, a member of either benefitting race may gain it at half its normal cost.
Due to their nature and habitat, many Gorons and Mogmas have a natural proficiency for Earth treasures. When determining the cost of such a treasure, treat each of the user's PWC attributes as each being 2 points higher, to a maximum of 5.
